Pretty obvious, torturing the little guy to death by deliberately not wetting the sponge, giving him an agonising, horrific last few moments.

He did know, it was deliberate. He lied.

The death was so horrific to witness that even remorseless sadist Percy was repulsed by it, but he had no moral qualms with it.

Yes he did know. He pretended to wet the sponge by taking it to the bucket.
