A product of it's time
The late 90's were filled with a lot of subpart sequels and schlocky horror movies.
This one wasn't far above the fray, but it had great designs, some good practical effects, and a great performance from Andrew Divoff.
The CGI was terrible. But hey, it created a good horror monster when most of what we were getting were hellraiser, leprechaun, and Children of the corn sequels.
