How come on a very similar looking if not the same body armor that those soldiers wear, for instance, they can stop some of the bullets (like when the super soldiers get shot at by those villagers) but then when Kurt Russell shoots them with his weapons (even if they are more powerful), they pierce right through them, and how come such body armor of theirs is inefficient against snake bites and crosses and stabbing weapons etc?
shareKurt was using there weapons to shoot them. They most likely had armour piericing bullets where the people only had regular stuff.

Such armour of theirs not only failed to protect them every time Kurt Russell's "Todd" character used such weapons against them, but also against snake bits, crosses that struck them during that "wind", Russell's knife attacks on them.
Were most of those soldiers basically, well, NOT ALL of them were wearing gear and armour that's either bullet proof or strong enough to withstand any of those other attacks?
