Is the lead cop character a flawed good guy or an outright anti-hero if not villain?

Played by Stellan Skaarsgard, and also, yeah, him fondling the leg of that girl student and him SPOILERS, lying about shooting that cop even if by accident, don't put him into positive light at all (he also almost if not outright sexually assaults that hotel lady) but would you say he is an anti-hero if not villain?

Almost like Harvey Keitel's character was in "Bad Lieutenant" (1992) or even Pacino in the 2002 remake of this one or even other characters, though some of them, like say Brad Pitt in "Se7en" (1995), may not have been likable and were flawed but not outright wrong at times, but what do we think, thanks.
