Because Hobbes "caught" him as Reese, he tried to enter him by touch but couldn't so he took offense. His idea of fun was slowly and systematically torturing him because there's something pure about him he couldn't corrupt by conventional methods. Anyone (or entity) can be "smart" but have a weakness which leaves you vulnerable... Azazel liked being sadistic on the most personal of levels, Hobbes knowing what was going on but leaving him (seemingly) powerless to do anything about it was more fun than just killing a bunch of people randomly. Causing the apocalypse is part of the long term plan and part of prophecy, so he wanted to get his jolly's until that time had truly come, which I'm sure wasn't exactly up to him (he's not Lucifer).
I think the larger of plot failures was when the girl (Azazel) was on TV saying the "cop kept on shooting" where as anyone would know she was lying because if I recall it was a single shot to kill the school teacher. There's no physical evidence to support her claim, and in actuality that should have cleared Hobbes instead of sending police to his house to arrest him.
^^This. But yeah, when the girl, possessed by Azazel said that, it's true they could've went after her but then again, Azazel could've went into someone else. Look at what he did to poor Charles. Had the guy insult his boss, lose his job and then kill the guy when he was through with him, just for kicks and the added bonus of screwing with Hobbes' as well. I can't really think of any plotholes in the film. Azazel was having "fun" destroying Hobbes' good name, like he did with Robert Milano and probably other good cops before that. I loved that Azazel actually panics at the end because Hobbes finally had him, poisoning himself meant he would finally die and being that there was no one around for miles, like Hobbes thought, meant Azazel's ass was grass. Great flick, very underrated.
