Did Bob really had a plot to kill Charles?

Had Bob set up the trip to kill Charles? That seems unlikely considering without the crash and the bear there would be witnesses.

Perhaps, but unlikely for the reasons you stated.
However, we are kinda lead to presume he meant soon.
Perhaps he meant that Bob had an eventual plot or idea to kill him, which seems much more likely.

No, but in the predicament they found themselves in the opportunity presented itself

I think there was the intention to kill him at some point, but he did not have a concrete plan yet.
