Did Batman endanger lives at the Save the Rainforest Ball?

After all, his plan was to organise the event and present a giant diamond at its auction, in order to lure in Mr Freeze. So, aren't the lives of the various people frozen and attacked by Freeze and his gang at the event, on Batman?

I always that that the point no return moment for this movie was when they had Bruce and Dick in costume appearing in public the way that it's presented in the movie. The movie makes it look like Batman and Robin are officially accepted "deputized officers of the law" like on the '60s show (and they can just walk around in public like it's no big deal), instead of mysterious, "bad assed" vigilantes, on the fringe of society.
