Boring
I used to think this was top notch. But now realise it is all smoke and mirrors. Fake action.

Its a movie with special effects and staged action sequences. Like many more similar movies.
So of course its fake in a sense because its not real, and not meant to be.
I mean a lot of action is just music and them driving. Not much happening. Just helicopter establishing shots whilst driving along mostly straight roads.

Anyway...i think you must have watched it either half asleep or were distracted, because the music and driving shots you talk about dont happen that often at all.
Apart from the set pieces with the twisters themselves there were enough story elements to follow, such as the relationship between Paxton and his ex wife and current partner, the rivalry between Cary Elwes rival team, and the visit to the town where the mother lived which had been devastated. Plus the whole notion of trying to place the sensors inside the tornado. I remember all of this even though I have not seen the movie for years.
I am not even saying its a great movie, it certainly has its flaws.
