I think they just made out. I really don't see him crossing that line in the context of the story they were telling. He was meant to be a sympathetic character and a good guy... more or less.
Debbie's reaction at the end when she moved away, I thought that was more about her disappointment in the way Buscemi acted the following day. She wanted to be with him, but he blew her off because he was scared of her dad. That was what killed it in her heart.
