Was his character supposed to be from Ontario, or was he an American-born who moved to Ontario later?

That's my impression too. If he has American citizenship, which Canada would recognize under their nation's law even if he were to renounce his U.S. status, then it could help smooth over some of the traveling issues from Canada into the United States, which the father and his daughter do with the birds.
