She appeared to be. Or at least showing early symptoms.

The fact that she thought it was 4th of July on Thanksgiving.

Or the fact that she confused Helga with Elenor Rosevelt during that Sleepwalking episode.

Yea, she did. Just another nuance. Kinda like how Miriam is an alcoholic. But it's all rosied up as comic relief for a cartoon.

The most obvious nuance is definitely Chocolate boy and his chocolate/drugs.

Alzheimer’s or dementia is my guess. One of their ways of subtly addressing very real issues in life.
