I remember 1995. Back then I went out to buy a 14.4 KBPS and it cost me like $75 for a desktop.. with only 4 MB of Ram.

28.8K modems came out in 1994. Hackers (and crackers) would obviously opt to have the latest technology out when the computers were developing in that era.
The 28.8K modems were a big step up from 14.4K. The download speed went from 1.8KB/s to 3.6KB/s. In comparison, 56K theoretically could go 7KB/s but were limited to 5KB/s in practice.
