If not Joel Schumacker to direct after Tim Burton, then who?
My pick is Stephan Hopkins.
He's was a decent action/crime/thriller director with cool visuals like Predator 2 and Nightmare on Elm Street 5
Alex Proyas would be able to do it. Looking at what he accomplished in films like The Crow and Dark City, I think Proyas could still deliver a top-grade Bat-film (although I'm loving Matt Reeves' Dark Knight), but if he were replacing Burton, he'd have made something dark and great.
Of course, WB wasn't looking for dark or even great. They were looking for marketable.
