Why is Tuvok so uninspiring or uncharismatic compared to Spock?

Tuvok was a good Vulcan, but Vulcans are boring. Like androids but without the existential dread. Spock showed his humanity frequently, behind a veneer of stoicism.

Spock = White, Tuvok = Black. White Americans can relate more to a white man than a black one.
