Who was worse between Warden Norton or Captain Hadley?

I initially started off hating Captain Hadley more than Warden Norton because he was mean and vicious right from the start, as the movie progresses I thought Norton became the worst of the two.

They're evil in different ways, but I will say that Hadley seemed to enjoy brutalizing and killing while Norton didn't - he only did because of his love of money, a necessary evil perhaps.

Norton imo, Hadley was nothing but a sheep of a man and could have been molded for the better given the right motivation, but Norton was a shepherd of men, leading lost sheep astray and with dubious intentions, evil through and through.

Both are pretty despicable guys. At least Hadley knew and even relished in the fact he was one mean, rotten son of a bitch. Norton on the other hand was a complete phony who liked to pretend he was some kind of Godly and righteous Christian when he was anything but

That alone makes me hate Norton more as I can't stand people who likes to pretend they're all Godly and righteous when they're really not, plus the Norton was also a coward when he took his own life, at least Hadley is more honest with how brutally mean he was and unlike Norton had the decency to surrender without incident when the jig was up.
