Did "Beverly Hills Cop III" prove once and for all, that John Landis was a hack filmmaker?

I.e., is he somebody you could say or argue, who despite making a few very good movies including the previous two that he did with Eddie Murphy (Trading Places and Coming to America), uses stunt and FX work to make up for his lack of confidence behind the camera? And that's not even without having to talk about the Twilight Zone incident that killed Vic Morrow and two children.

He directed too many good movies at the start of his career to claim he was a hack. It's not like he was a one hit wonder he had about 4 or 5 good movies to his credit.

Yes he lost his ways but so do many (honestly most) directors.
