Was this a TV pilot that got turned into a movie?

It totally has that feel to it.

Yes, I was thinking the exact same thing. Like the pilot for a HBO series or something. It looked so low budget and was so slow with more attention for personal stuff than the chase after the killer.

Bruce was at the height of his stardom when this film came out. He demanded the whole script be rewritten as they were filming. They basically had to go back and shoot a new movie. That's why it has a strange feel to it.

I think it's a good film if you're a Willis fan. I can't imagine anyone else getting a kick out of it.
