I liked it, but then again I was 10 when I first saw it and it was my first exposure to snipers in any way. Looking back on it, yeah there are corny moments and the dialogue is pretty bad. That one line from Berenger..."feel the rush!" My stomach flips when I hear it. But all in all the action was good, there were some tense scenes and Zane made you hate his character before rooting for him. Again, I first saw it as a kid and had never heard "one shot, one kill" before and it did a good job portraying the idea of a sniper. The sandpaper on the trigger finger, the collection of spotter's dogtags. If I saw it now after the hundred war movies made since and video games and everything else...yeah I can easily see how the COD-soaked masses couldn't find anything redeemable about it.
