Is the water supposed to be too cold or too hot?

My impression was that it was too cold.

EDIT: it was too cold. Phil said something like "yo mamma, no hot water today"? And she laughed and said something like "there wouldn't be *today*" like it was a stupid question.

Too cold. It's why afterwards he asks the woman in charge if there is any hot water.
