I always thought he was lying about going to school with Phil. He was using that lie to get Phil to buy insurance from him.

Maybe Ned Ryerson is the creature running this level of Purgatory, would make perfect sense. He is one of the few people there who knows Phil before his, well, near-celebrity. His interaction with Phil also differs, like he's not on auto repeat.

Like a supposed Purgatory, Phil finally learns and is released.
