Let's say it matters(it doesn't) if he had a target or not. He was going around trying to find the right person with a prosthetic arm. For all they knew he intended to kill that person.
Speaking of the UK, that is the only place I have ever seen posters telling people not to assault paramedics. Loony Limeys are attacking medics enough for them to plaster those posters around.

They never "shoot to kill", they shoot to stop the threat. An escaped murderer is going to be considered a major threat and doing anything other than surrendering with hands raised will put him at risk of being shot.
