He means on one hand he could be lying, that's the risk of turning yourself in. On the other hand, he's just gonna shoot him otherwise if he runs. So it's the worst case scenario of turning yourself in versus running i.e. worst case of each of the two options.
But yeah I had to think about it. Not a very natural line.
(During the interrogation scene.)
