Should they have made Tommy leader right after they transfer Jason, Zack and Trini's powers to Rocky, Adam, and Aisha?

It didn't make sense storywise to have Tommy become the new leader while Jason is still there, only does when Rock, Adam and Aisha are Rangers. It was only done to hide the fact Jason, Zack and Trini were being done by voice doubles and stock footage, couldn't have a leader who started to sound nothing like himself and is seen now only in costume.

Right, I agree. Also, Walter, Thuy, and Austin should have stuck around long enough to get a real write-off. That way, the characters of Jason, Zack and Trini could have been seen socializing with Rocky, Adam and Aisha.

That was made difficult when they stopped showing up at the dubbing sessions after being refused a pay rise. The show was cheap, often using stock footage from Super Sentai and reusing their own footage.
