This movie wasn't trying to portray masturbation as taboo. It was trying to portray Heddy as creepy. Masturbation isn't bad, but having a roommate do it (loudly) with her bedroom door open while you and your significant other are sleeping across the hall IS bad and creepy. It was to show Heddy's pitiful attempt at seducing Sam. She assumed because he cheated once that he would *beep* any female who seemed even remotely interested so she thought "Well, if he sees me beating off, then there is no way he can resist joining me. Then Allie will see just how unfaithful he is."

To the OP: I don't think the film was saying masturbation was taboo at all. It was to show Heddy's loneliness in comparison to Allie's sex life.

I think people are looking way to in to this. There is nothing that ever gave off the vibe that masturbation is evil or shameful. It's just that Ally spied on Hedy masturbating. MOST people would be embarrassed if they got caught, or if they got caught watching. It's a PERSONAL act. I believe in modesty. I don't want to share myself with someone that I don't want to. To include getting watched. I'd not like it if my roommate was watching me have at it. My life is my business. Sure, they know I do it (I'm human). Doesn't mean it's their business. That kind of thing.

And the 90's was definitely a time of sexual openness. Hence the phrase "everyone was a lesbian in the 90's".

The point of that scene isn't at all about a masturbation taboo. The point is that she's masturbating right after chatting up Allie's boyfriend in the middle of the night when both were either naked or barely clothed.

Ironically, that scene probably INSPIRED a whole lot of male masturbation. So if there was a "message" there, it's a pretty hypocritical one.
