The judge knows Bombay. The Judge knows Ducksworth. It was a special arrangement between Ducksworth and the judge. And it sounds like the community service was a condition brought to the table by Ducksworth, not as a punishment for drunk driving, but as more of a tool to teach Bombay humility and some perspective. The judge just simply agreed to it as fulfillment of the community service part of the punishment.
