Where is the security for the conference at Camp Khitomer?
When General Chang's Bird of Prey arrives in the system, he is there to prevent the Enterprise from stopping the assassination of the Federation President. If we are to accept that no Federation, Klingon or Romulan vessels are allowed to patrol, for fear of an attack - why not host the planet on a neutral, but defensible, planet? If Captain Sulu had the location of the conference (not explained) then others would surely know of it as well.
