I think they were supposed to be the fingernails of the victim that Clarice was present during the Autopsy. When she was stating physical characteristics she noted that her remaining nail were polished with glitter nail polish. I do not think they were bloody but polished and it was supposed to bring you back to the autopsy scene therefore they were the dead girls nails.
