The black cop was based on a real cop Singleton had encountered who happened to be black. It was also a perceptive way of dealing with the issue of black-on-black racism, in the sense that some black people have so much self-hatred towards their own race that they take out on other black people.
Individuals from many oppressed groups, including working class people, tend to demonstrate this type of self-loathing behaviour and disassociation with people from their own background, especially after they have attained a level of success/power and the ability to demean/bully people.
I think it's a more powerful scene and indictable of society because the cop is black, and has clearly been raised to despise and dehumanise members of his own race.
