If the action takes place in 1990, it takes place among characters who were out of the mainstream, behind the times, largely poor, and totally unconcerned with fashion and the latest things.

Hell, the only new thing in that entire town was probably Bert's latest shipment of powdered milk and ammo. Everything else was built 20-80 years ago.

watch a movie called quigley down under. it came out the same year (1990) and looks the exact same. i think it was shot with the exact same cameras and film.

I would say the look of the film was largely up to the cinematographer and director. I think they were going for a western look along with a nod to the old monster movies of the 60's 70's. I would say that was the reason for the warm lighting and slight grainy look of the video.

So yeah I would say they were intentionally trying not to make the movie look like other modern releases of the time, and were instead trying to make it look like a western from the 70s. I personally think it looks great and adds a layer of uniqueness to film.
