Pretty sure I heard somewhere this was originally supposed to be Dirty Harry 6, before they changed it at the last minute to be a standalone film. You can tell, Eastwood is basically Harry Callahan in all but name. He:
*Rebukes his superiors
*Has a partner who is killed
*Says badass one-liners to the badguys before he kills them ("There's gotta be a hundred reasons why I don't blow you away. Right now I can't think of one.")
*Says badass one-liners in any other situation ("Wanna know what's a crime? Whoever defaced that work of art by painting it that color... ought to have his ass removed.")
*Hates his new partner on principle
*Breaks the law excessively to punish criminals
*Uses a Smith & Wesson Model 29 (albeit briefly)
It's hard to put Clint in a cop movie without people saying that it is a Dirty Harry knockoff, but this is absolutely not. The reason? The film originally was written for Hackman and Modine. No thought of Clint until long after the movie was written and the orignal actors pulled out.

It's more generic buddy cop film more ripping off Lethal Weapon.
And as for Eastwood's character, ok we all know you don't go to an Eastwood movie to see him slip completely into another character. But if you watch a lot of his movies and pay attention (which I do) this is a completely different character from Harry Callahan, there are some similarities but almost all those are things that would be similarities with any tough cop character. Quite simply the character in The Rookie is too nice and laidback to be Harry. Harry is constantly pissed off and hates everything, few get to know his nice side. Also no way in HELL would Harry ever except a promotion to be a Lt. He enjoys the hunt too much.
That was the most surreal thing in the movie, seeing Clint Eastwood giving orders behind a desk. Now I'm trying to imagine all those scenes in the Dirty Harry scenes with Eastwood being the one going "I've had it with your loose cannon ways, you're off the case!" Spooky.
The only part that did give me a Dirty Harry feel was the catchphrase. But honestly if you want a Dirty Harry film that's not a really a Dirty Harry film watch Coogan's Bluff.
Only similarity was that is is a cop mvie......nick acts nothing like callahan
