Why is the old OCP chairman suddenly evil in this film?


It seems in the first, he is just an oblivious pawn to the scheming of those below him, but in the second they tried to turn him into a replacement for Ronny Cox's character Dick Jones (DIIIIIIICK JOOOONES). And what's with the non-ending, where he just gets away?

I think it also might have to do with Faxx's rise through the OCP echelons being a noteable plot thread of the film, which means she either plays The Old Man like he's a fool, or The Old Man stays in control and acts like he does in the film, meaning Faxx is doing some evil scheming *beep* but as long as it delivers a powerful new cyborg cop, who cares. And well, he got something personal out of her too.
