3. (And most likely the right answer) He's what the French call les incompétents, aka he's a bumbling idiot, hence why he's been assigned the job of writing parking tickets and not chasing criminals.
Funnily enough back then a candy bar cost less than 50 cents. Unlike today in Illinois where because of $13 dollar an hour minimum wage they are $1.68.
