Tough question and I have to say I still don't know which one I prefer!
I think it depends on my mood ;)
All I can say is that I tend to find that all of the really funny stuff seems to happen in the first hour of Stir Crazy, and by the later scenes (the Rodeo prison break), it turns into a gentler comedy/thriller as you follow the escape plot. Whereas with See No Evil, the comedy seems to continue closer to the end (although in that movie too, the last half-hour turns into more of a comedy thriller in Sutherland's mansion).
I guess if you work it out on gag count, for me See No Evil wins it.
But if you work it out on how funny each gag is, the (fewer) funny bits in Stir Crazy are probably a tiny bit funnier I think (does that make sense?!).
Also, love the Gene Wilder theme song in Stir Crazy!
Heck - I love both movies. Not perfect movies perhaps, but perfectly hilarious comedies!
