Actually it was confirmed years ago that the red-headed woman at the tournament was not Robin Lively but an older woman.
Robin Lively herself said in an interview that the fan theory Jessica was working for Silver was "ridiculous".
Think the original intention was for Jessica to reveal herself at the tournament. At some point in editing, Avildsen decided to let the audience connect the dots for themselves, adding a layer of ambiguity.
