I love both of these movies.. both cartoonish and non realistic.. but they just kick ass for some strange reason.. Who agrees these are the best 2 movies Stallone movies ever..

I don't think do. I always thought they were very realistic.
Here's how I'd rank the most realistic movies in cinema:
1. Schindler's List
2. Rocky 4
3. Gettysburg
4. Over the Top
Rocky 4 was unrealistic, because it tried to as much as possible, but saying Over The Top is cartoonish or even non-realistic is pushing it way beyond reality itself, god tell me what is cartoonish about a film where a father tries to get to know his son and win his heart, not to mention unrealistic. Some of you people are living in a vakuum.

Both films have a lot of heart and are great stories.
Rocky 4 poops all over OTT! Over the Top was contrived, cliched, and the kid was annoying as hell; it ranks down there with Rhinestone and Stop as Sly's all-time turkeys in my book. Rocky IV in the other hand was fast paced, inspirational, well directed, and thrilling. Not even close in my book.

I wouldn't rank either as one of Stallone's best movies. But I do agree that Rocky IV and Over The Top are two of the most entertaining movies to come out of the 80s. And I know his performance was panned but to me Stallone's acting in Over the Top is actually a bit underrated. He tried to go back to his dramatic roots some especially considering he was pretty much doing nothing but action around that time. His acting is much better in Over the Top in comparison to the previous year's Cobra.
As a die-hard Stallone fan, I have to admit that I love both these movies and have watched each one over a hundred times. But if I were to compare and contrast them, then I would say that "Over The Top" has better acting/performances and story (Stallone's restrained performance is one of his best) while "Rocky IV" has more fast-paced action and really get's your blood and adrenaline pumping. The fight scenes and training montages are just awesome.
But Rocky IV has one thing that "Over the Top" doesn't have...... IVAN DRAGO!!!!
