Hallowed Ground?

I'm not understanding how a junkyard grave counts as hallowed ground? Hallowed ground is meant to be consecrated ground, whether a cemetery or church. Maybe that's why Freddy showed some life in the model house at the end. He still needs to be buried on hallowed ground.

JohnnyJohnson, you're right, it doesn't. Neil intends to bury Freddy in a proper place but can't touch the skeleton once it is animated. He has no choice but to try to give the slasher a makeshift spiritual rest.
