007 couldn't kill a woman?
I know having Bond snipe a pretty blonde wouldn't make for a very good movie. However, it's doubtful 007 would actually have had reservations when taking any target.

shareThat's a poor reading of the film's plot. Bond senses that something is off about the situation and decides not to kill her. He clearly explains his thought process to both Saunders and M. His instincts end up being right and Kara's existence is fundamental to Bond figuring out what Koskov is up to. Koskov belies that Kara is dead all the way up until they arrive in Morocco. If Bond was a crappy agent with poor instincts like Saunders then Kara would be dead, Koskov and Whittaker would have succeed in their plot, and the mission would be over.
