the Creep's voice. Who really did the voice? Romero or Savini?

Im watching the bonus features for the blu ray of Creepshow 2 and watching the behind the scenes stuff of Savini doing a scene as the Creep.

listening to the voice of the Creep it sounds more like Romero than it does of Savini.

So who really did the voice for the character?

It was Joe Silver. He voiced the animated version of the Creep, and dubbed over Tom Savini portraying the live action version.
