have things gotten better or worse?

in america, there's a burglary every 11 seconds, an armed robbery every 65 seconds, a violent crime every 25 seconds, a murder every 24 minutes and 250 rapes a day.

I dunno but I'd suspect that with the distraction of advanced videogame consoles (that create entire worlds to get lost in) and also the internet and its endless amounts of info & interaction, that thoroughbred psychos have a lot more things to keep them occupied than they did in Cobretti's heyday, thus less murder and violence.

Well supposedly the murder rate is about 80% of what it was in 1986, so that's at least somewhat of an improvement, especially when factoring in population growth and that the economy is far more inflationary than it was back then. I think it's a lot easier to catch serial killers with forensic evidence now than it was back then, so that sort of crime is far reduced. However I think inner city gang violence is just as bad, or worse, than it was back then.

Yes, and tougher policies on crime in general. In my country there's no guns but there's knife violence among young gangs, which was more prevalent in the past but has gone down only because they took a harder stance on crime i.e. stop and search, longer prison sentences etc.
