Two things I noticed most this time around:
1. Wow, Kurt Russell is really channeling John Wayne here. Down to the speech patterns.
2. There sure is a lot of lame dialogue, mostly to explain what's going on in the plot, but still, it's like something someone made up on the spot.
Kurt’s performance is self-aware (as is the dialogue). His character tries to come off as a strutting hero but he is ultimately an ordinary guy that finds himself getting into some humorous situations.

Most definitely. I re-watch BTILC regularly for the comedy, and mainly Russell's performance, more than anything else. Russell's acting is masterful. He manages to make clear that Jack Burton's swagger isn't to be taken seriously in the sense of conventional heroes, but it's not so over the top as to be insulting, like a bad comedian explaining the jokes (e.g. Mel Brooks post-70s films).

I know exactly what you're saying. Gracie Law's dialogue is basically this all the time, and the actor's breathless delivery of it always bothers me just a little when I hear it. But in the end, it's part of this movie's charm. At least for me.
