It very difficult to tell , both were excellent in their respective roles.
I would have to say it is a dead heat, no winner here for me.
Mauser filled Harris's shoes more than adequately whilst harris was brilliant
in the first one.

Harris is by far the funniest. I didn't like 2 & 3 because of Mauser. Numbers 1 and and Citizens on Patrol are my favorite simply because of Harris.
His delivery is just amazing with every line, especially when he's talking to Hooks. Classic stuff.
As the series progressed, the character of Harris distorted and became more like Mauser.
In the original film Harris was only interested in making good police officers, and his reason for wanting Mahoney and Hooks specifically to leave, was that they were not officer material. He admitted as much to Mahoney- "your bad for morale! And you are hindering my ability to train these recruits- some of whom might make damn good police officers!"
Mauser on the other hand was an arse kisser, pure and simple. He didn't care who he had to step on to get promoted, and he wasn't afraid to break the law to do it! He released dangerous criminals out onto the streets, just to get Captain Lassard sacked!
In one of the last films, Harris broke into and stole some of the city records, in an attempt to get Lassard forcibly retired! And so take on his job.
I prefer Mauser. He seemed more worldly than Harris. Also, it is a shame he is now paralyzed.

shareStuartcork is absolutely right! The first movie still had some seriousness and real story telling and the characters weren't that onedimensional. Harris was an a$$ but he did have his reasons and you could feel that he really wanted to make the cadets good officers. He cared for all of them and although he yelled most of the time he would pay respect for really good performances. I bet he and Mahoney could have become friends if it wasn't for her job!
Sadly this was dropped in later movies. But Harris always delivered his lines and face expression brilliantly and he had the best chemistry and scenes with Hooks, Mahoney and Proctor.
Mauser oth was not likeable in any way and that means every time the cadets had a prank on him was even funnier. It's hard to decide but I think I would go with Harris (if I had to choose between them to participate in a new Police Academy movie).

Harris, because he was in the first movie and I liked it the best. Mauser was OK tho. I didn't like how Harris was portrayed in Miami Beach and later because instead of making him a stern instructor, he was a bumbling fool. :/

shareI love both of them, the movies might not be Oscar worthy, but they both did a superb job as comic foils - I think I prefer Mauser though - there was just something lovably slimy about him and he was a bit more hissable than Harris, I think in the latter movies they actually made Harris quite likeable - he was pretty harmless and wasn't portrayed as being very bright, whereas Mauser was depicted in a bit more of a negative light. Love these movies though!
And Amber Sweet is addicted to the knife ...
I gotta go with Harris because he was such a fierce and relentless hard-ass in the first movie. Mauser was more of a slimy butt-kissing toady and hence a tad less effective as a comic foil than Harris.

Harris hands down. He also had some of the funniest lines in the series.
Harris talking to Hooks- "What are you doing here?"
Hooks speaking very quietly- "I...want to be a police offi.."
Harris- What?!
Hooks- I want....
Harris looking at Hooks- "Don't unpack.."
Copeland- Hello sir, my name is Billy Copeland."
Harris- "Good for you..."
Harris- "You people are D squad. D for DIRTBAG. When I say hey dirtbag? That means you.."
Harris- "Some ****head is standing in my sun..."
Harris- "He's out of here. Him and his queer dog."
Harris- "You just make sure, we never meet again. EVER...."
Lol Harris was hilarious.
I liked both myself.....and unlike when they usually replace someone Mauser wasn't a carbon copy of Harris. Harris was more of a hardass and Mauser was more of a kissass lol
As for who made a better duo I think Mauser and Proctor played off each other hilariously. The scene where Proctor tries to fix Mauser's hair cracks me up every time.
