I think so.
This one has it all, including the 'right' name -- "The Howling II: Your Sister is a Werewolf".
You know it's bad but you keep watching; it's all wrong but you have to respect its misguided efforts to entertain.
Whether you agree or not, do you know any other contendas in the same league? (please don't list "Plan 9" as that one's not so bad it's good, it's so bad it's BAD).

The trailer oozes b-movie quality all the way and what great special effects they had back then.
No Retreat, No Surrender (1986) and its two sequels are worthy contenders, especially the third one which included some really great fight scenes and was the most fun of the three films to watch.

the concept, it becomes sheer awesomeness!
I always thought it was pretty underrated, actually. One of the better Howling sequels, imo.
shareI admit that it's entertaining in several ways, but that doesn't make it a quality movie. You know what they say: "Just because you like it doesn't mean it's good" (lol).
My favorites of the sequels are VI, V and IV, in that order.
