Scut was one of the best bullies ever!
No serously, Scut Farkus works because he's aware he's playing a stereotype, much like Nelson in The Simpsons or Biff in Back To Future. A lot of these bullies fail because they're so bland and generic and have no reason to exist, other than to be some kind of lame conflict for the child character to overcome.
