Wow. Here in Illinois, that's actually a thing the democrats running the state decided to do. Not kidding.
They made it so an underage girl can get an abortion by herself without parental permission/notification.

Yeah, they might've been lax in enforcing laws about informing parents or anything like that. Kind of like sneaking into a movie back in the 80s when you were underage. I have no idea what the law was like in California or how aggressive they were about enforcing them.
