How is this an NC-17?

I mean sure it’s bloody but it’s nothing out of the mainstream.

The only films I’ve seen that are legitimately graphic enough to be an NC-17 are Cannibal Holocaust and Human Centipede II and III.

This level of gore was certainly not common in western cinema at the time. Cannibal Holocaust was about it. Foreign films had the gore, but not so much American films.
