Maybe not because E.T.'s people were members of the galactic Senate so it's possible that they had the force as well.

I don't think he was force sensitive. While there's a cute hint in Star Wars Episode I that there are ET's in the Star Wars galaxy, that doesn't mean what he had was the Force. E.T. demonstrated that his race is telekinetic, having the ability to lift objects with his mind. He also could do minor healing, such as with Eliot's cut finger; he could form a telepathic, psychosomatic bond with people he trusted (like Eliot); and he could make wilted flowers come back to life.

In the Star Wars galaxy, Force Sensitives don't have all those abilities at once, even if they're strong in the Force. Most can only do telekinetic tricks with a lot of training, or heal if that's their chosen discipline to train in, and I have yet to hear of any who can bring the dead back to life. Telepathy and sensing feelings can be done sometimes using the Force, but I've never seen any sentient beings in the Star Wars galaxy form a mental and psychosomatic bond with people close to them, not even in the EU.
