Around the 49 minute mark (in the restaurant, the second meeting with the dude who Martinez ratted) - they make a reference to Michael Bloomberg. Treat Williams calls him a sleazy or something. The other says Bloomberg was a lawyer who got hit with perjury

Were they talking about the real Mini-Mike Bloomberg?

No. It's a made-up character.

The events portrayed in the film are based on a real cop's experiences, but the names are changed.

Funnily enough, one of the 'good' lawyers is based on a younger Rudy Giuliani. I wonder how long ago he knew Michael Bloomberg, and whether he had any input in suggesting that character name for the corrupt lawyer.
