What is the symbol on this guy's super suit?

I think this is a Chinese character ... does anyone know if I am right or what it translates to?

Much simpler than that.Stephen J Cannell said in an interview that the symbol was inspired by a pair of scissors he saw once.

It's close to the Chinese character for "center".

In China the show was called "The Flying Red Center Hero".
