Who was worse between Rocky or Brad in Superman III?

I thought Rocky was the worse because he seemed to be more aggressive towards everyone, I feel Brad was more bark than bite when it comes to his rude behavior.

Rocky took down 6ft 4' 220lbs depowered Superman pretty easy, so would've beaten Brad to a pulp ,

You mean Brad in Superman I & III. He was the one who stopped Clark from going up to Mary Ellen's to play some records. But Rocky was definitely worse.

I feel Brad was given a bigger role in Superman III.
