Why did he hiss and make animalistic noises in the fight with chuck, and always have his face covered, was he supposed to be human?

Human, just evil. He was riding the Darth Vader train, which was going pretty strong in 1980.

The hooded ninja's hissing and weird breathing noises are yet another secret offensive ninja technique. It consists of eating kim-chee, sauerkraut, and garlic bread, and never brushing your teeth. You can distract or even incapacitate your foes without lifting a finger.
sharePure distraction technique, I'd say.
He was a bad-ass. Loved his over-the-top costume, but wondered how much of a burden it might have been during body combat. I was disappointed we didn't see his face.
